My office has had a lot of success in prosecuting people for Cyberstalking, violation of 18 U.S.C. ยงยง 2261A. It says the defendant engaged in a course of conduct that causes, attempted to cause, or would be reasonably expected to cause "substantial emotional distress." Which if you're being stalked, substantial emotional distress is going to be something pretty easy to show.

In our jurisdiction, [New York] we see very few arrests for Stalking as a standalone charge - despite statutes allowing for it. Are there any jurisdictions that you came across in your research that doing this well? If so, what makes that difference, do you think?
